Is that "White Power Pastel", and white chocolate?

I went to the Farmers Market today and asked Henry in store for white chocolate and informed him of the section elements in the majority with a hard block called "block white cake." He said he is the same white chocolate. I looked at the ingredients and has no cocoa butter in it, but felt that the white chocolate. I bought the block and am going to cook something with chocolate white. I wondered what treated like white chocolate? Or does anyone know what it is? Thanks!

White chocolate is not chocolate, actually.
